Does the requirement of Chapter 9 apply to all categories (1,2, and 3)? Does it apply even if the category does not refer you back to Chapter 9?

The final consensus is that new for the NFPA 99 2012 Edition, all Categories (1,2,3) shall be installed to meet the requirements for Chapter 9, Ventilation HVAC. I believe that 90% of all Category 3 systems will be a failure in the near future.

Good observation about failures in the future.  Could very well be true.

Often, the dental manifold rooms are not ventilated.  It is even more important, since the relief valves often dump in the closet since they cannot be piped outside.

In my experience, only about 10% of them are ever verified.  Little to no enforcement in most states.
