    20,000 cfm of oxygen equals a bulk supply and is to be located outside:

    So, is a 2 by 2 liquid manifold with a 6 (H) cylinder reserve a bulk supply

    It's over 20,000 cubic feet so it isn't allowed inside - it must comply with NFPA 55

    I believe that is the reason for this paragraph.

     

    NFPA 99, 2015:

    5.1.3.5.12.3 The reserve header shall be permitted to be located in the same enclosure as the primary and secondary headers or in another enclosure compliant with 5.1.3.5.12.1.
