Be careful - Jonathan Willard was kind enough to correct me on this one - there is an errata to the original book and the number of places it is required was reduced.
The net is that, yes, it says that decontamination should have instrument air. BUT there is another proviso - remember that there is NFPA Instrument Air and ISA Instrument Air and they are VERY different. If a facility has or wants NFPA Instrument Air, bully for them and they should certainly use it for this purpose. But if they do not have NFPA Instrument Air the FGI requirement is not mandating it be installed just for decontamination. In that case they can go for ISA Instrument Air which is much less complicated.
