So / The medical air cylinders are piped to the hbo chamber, and during the ( i.e air brake ) the gas is inhaled by the hbo patient: This equals not inhaled ????????????

This sounds like a vacuum bottle catch situation that requires monitoring. It would be intermittant suction because the catheter is inserted in the peritoneum and that would be the only way it would work.

What year printed edition of NFPA 99, was this system designed and approved for patient use? Additionally what category space, was this system designed and approved for patient use?

This is already in the 2024 version of NFPA 99.

This requirement is for storage of oxidizing gases and does not affect the number of outlets on a floor. This new requirement brings NFPA 99 in line with other codes, like NFPA 55.
